How to add html page into sharepoint site

Hi,

I want to add html file in sharepoint site.

I am trying to add skype in my sharepoint application i am trying to add 

<a href="skype:echo123?call">Call the Skype Echo / Sound Test Service</a> this link which opens the skype..
Where and how to use above tag in my sharepoint application???
Please help me...
