Subsite navigation links cannot see any AD members in the Audience section

I'm try to apply permissons to links, through the Navigation link, in a subsite in SharePoint 2010.  If I edit the navigation links from the homepage of SharePoint 2010, I can see members associated with Active Directory.  When I try the same method on a subsite, I can not see Active Directory members.  The subsite section only shows SharePoint permission groups like (Viewer, Approver, etc).  How do I get the subsites to see Active Directory?
