Can I create new Managed metadata service ?

Hello,

In my SharePoint system , application pool for existing "Managed Metadata service" got deleted and hence I get following error :

"The Managed Metadata Service or Connection is currently not available. The Application Pool or Managed Metadata Web Service may not have been started. Please Contact your Administrator." 

I also chnaged appPool for managed metadata service application though its giving same error.It has permission also.

So can anyone please let me know like whether its feasble to create new "Managed Meta Service" with new appPool ? If yes , can I delete existing one and create another ?
