Looking for ways to deal with lookup columns looking at lists with lots of rows

I am trying to build a custom list that has lookup columns. The list against which the column is looking is a list of charge codes. I already have several hundred and will probably need to add several hundred more by the time things are ready to go.

The dropdown for the lookup column doesn't drop down.

I ran into a blog which showed a way using javascript to address the issue. The resulting javascript had to be added to a context editor. That worked fine for creating a new list item.

However, when I go to edit an existing list item, a new popup window appears that does not seem to know about the javascript.

I don't see an easy way to add a content editor web part to the edit item window.

Is there a better way to solve this issue?

I am trying to avoid c#, sharepoint designer, etc. because I don't want to have to worry about having to train users all over the place to use all those tools just to do what seems like should work out of the box.
