Modify default Owner Permission in sharepoint 2010 through central admin

Hi All ,

i want to modify dafault Owner Permission iin sharepoint for whole web application.

I mean owner is having edit page permission ,i want that owner should not able to edit page

then i edited owner permision for web app 80 and denied it

bUT Still its not reflecting in web app level and site colections under that.still user able to edit permission.Kindly suggest me other way or let me know where i am wrong?
