List field default value depending on another List field value

hello,

I am having a list A with people picker and department,another list B with 4 field and as well as department and people picker ,where department and people picker field value in List A depends on the Value depends on List B ,where only one item will be added for every year.Depending on that one item in List B ,all Item in List A should have that value as default value .

Is there any solution.

Please help.
