Activate/deactivate WebApplication Scoped Feature using Webpart which is SiteCollection Scoped

Hi,

I have a Requirement to Activate/deactivate  Web Application Scoped Feature.  I need to activate/deactivate using a WebPart which is Site Collection Scoped. I need to pass the Feature Id and click activate/deactivate.

If any one has a component something like this developed or how to do it. 

Please answer my Query.
