Using InfoPath 2013 for SharePoint 2010 Web Form - Why can't I deploy?

I have an InfoPath form (.xsn) that was in InfoPath 2010, but I have upgraded to InfoPath 2013. 

Within InfoPath 2013, I have set the Compatibility of this form to "Web Browser Form (InfoPath 2010)" and also set the Target Version in the Programming option to InfoPath 2010. 

This is an Administrative Approved template as it has code-behind and such.

When I try to upgrade the form on a SharePoint 2010 server (via a PowerShell script), I get the following error:

Install-SPInfoPathFormTemplate : Could not load file or assembly 'Microsoft.Office.InfoPath, Version=14.0.0.0, Culture=neutral, PublicKeyToken=71e9bce111e9429c' or one of its dependencies. The system cannot find the file specified.

This form worked fine with InfoPath 2010 as the designer, but it appears that InfoPath 2013 can't publish out to a SharePoint 2010 server.

Even more strange is the fact that this is on my development machine, and I have SharePoint 2010 running locally, along with the InfoPath 2013 designer.
